Abstract (EN)
The social housing system, which is implemented in Turkey and the world in different forms and methods but for similar purposes, generally covers low-income groups and disadvantaged groups.In this study, the objectives and principles of social housing in Turkey and the European Union countries are evaluated based on demographic and economic data, and a comparative analysis method is used. It is aimed to contribute to the policies to be implemented in Turkey in terms of production, presentation and utilisation criteria of social housing. The study emphasises the importance of the social rented housing practice in European Union countries and discusses the arguments on how social housing can be provided more efficiently and targeted for Turkey. At this point, the study aims to take a picture of social housing policies within the scope of TOKI's practices within the framework of current policies and to guide policy-making. It has been concluded that solving the housing problem of low-income people in Turkey with demand-oriented policies is more effective both in terms of social state understanding and quantitatively. In this context, it has been observed that the implementation of rent support and minimum wage support in addition to or as an alternative to the current rental assistance and housing assistance support plays an important role in reaching more beneficiaries in need. As a result of the findings on increasing the importance and functionality of social housing, it was emphasised that social housing should be put into a demand-centred form rather than a supply-centred structure.
