Abstract (EN)

It is seen that the temporary employment relationship, which is one of the areas in which private employment agencies have been operating extensively, has created many social policy problems, especially in terms of working hours, wages, job security, right to organize and collective bargaining, right to strike, occupational health and safety, and social security. These problems reveal the need for more research and study of the temporary agency work by social politicians. However, there are few studies evaluating the social policy dimension of both the temporary agency work and other non-standard working forms. In this study, by reviewing the literature, after evaluating the legal dimension of the temporary agency work, which was regulated for the first time by amending the article 7 titled "temporary employment relationship" of the Labour Act No. 4857 together with the Act No. 6715 Amending Turkish Labor Institution Law, the social policy dimension of the institution is included. The existence of detailed and strict legal regulations regarding the temporary agency work, which is generally dominated by individual labour relations, is important for the protection of both temporary workers and permanent workers. Qualitative and quantitative data on the subject need to be increased. In this respect, there is a need for the temporary agency work to be handled by all parties to the issue.
