Social asistance and solidarity foundations for social policy: Aksaray city example

With the existence of societies in history, social life have began to take shape in time. In this process, differentiations have occurred in the status of people in society. With this differentiation, social policies that regulate the lives of the people in the society have been implemented by the relevant sectors. Social policy is defined as the totality of the decisions and implementations of the state in order to reach the social aims and goals. Firstly, social policy has developed on the axis of family, religion and relative. With the changing social needs and developing global world view, the application areas of social policies have also developed. In this process, central administration, local governments and voluntary organizations took part as practitioners. Waqfs which are under the responsibility of central administration in Turkey are important role in the realization of social policy. In addition, these institutions which were constituted by donating a good or money in order to a particular service to be performed or for others to benefit serve as a necessity for the development of societies and the resulting solidarity. Phenomenon of helping and solidarity have an important position in Turkish culture and also in Islamic religion adopted Turkic societies. İn this regard, in Turkey foundations are established for indigent citiezens which can not be accsessed, inteded for secure the social justice in order for helping. The social helping and solidarity foundations which have an important role among these foundations are legal entity that are established in every province and district in order to help in kind and in cash aid to needy citizens in the quickest way and most practical manner. One of the social helping and solidarity foundations which have asset and income recorces in accordance with its structure headquarter is located in Aksaray province. This center in the city produces, implements and follows up fair and supply-oriented holistic social policies, targeting the entire society, especially the disadvantaged persons, with a participatory understanding to increase the welfare of the individual, family and society. In this context, in thesis, it was aimed to investigate the social aid services in addition to the legal, administrative and financial structure of social helping and solidarity foundations which is a implementing institution at the local level in the implementation of the social state understanding in Aksaray province. The main material of the study form various domestic and foreign articles and books obtained as a result of literature research, Master's and PhD theses registered to the National Thesis Center of Higher Education Council, presentations of symposiums on the subject. Moreover, In addition, legislations of the implementation units, professional experiences and the opinions of other employees and officials working in the institution were used in the constitution of the data. People who live in rural areas, who do not have many business alternatives in Aksaray province, have need social help. In-kind and cash aid to meet the needs makes people dependent after a certain period of time. As a result, in order to eliminate this dependency, the social policies of the social helping and solidarity foundations in Aksaray should be directed towards income-generating projects rather than temporary helps. In addition, public institutions and non-governmental organizations should carry out stakeholder studies in order to implement social welfare enhancing policies.
