Safety and security are fundamental concerns for humanity from various perspectives and serve as the cornerstone for all nations. Since 2011, Syria has been grappling with a protracted conflict, leading to numerous challenges. This thesis aims to develop a systematic approach to safety and security planning in Azaz City, Syria. To achieve this, we first input geographical information regarding the current police station location and calculate the population of the inhabited areas in a Geographic Information System (GIS). Subsequently, we propose a novel approach that integrates service area analysis and multi-criteria analysis to optimize emergency response times. The evaluation is conducted by factoring in travel times from the available police stations within the study area. Through network analysis, we identify three critical zones, each representing an area reachable within a one-minute travel time. Facilities are categorized into education, health, and tourism. We create a suitability map and use aerial photographs to assess land availability. Set covering analysis ensures the existing police station covers areas reachable within a five-minute car ride, ranging from 37% to 90%. We suggest potential new police station locations using facility location-allocation methods. Computational experiments show this approach improves security planning, benefiting governments, local councils, urban planners, and citizens.
