Strategic planning: A public institution case

We live an unstable world. Along with globalization, these changes and transformations that are constantly and continuously increasing in the World are manifest in many fields such as politics, economics, private sector, public administration, science and technology. Concordantly, existing organizations have to resilience and cope that it brings uncertainty, competition and problems encountered. In this case it is possible to survive for today's organizations, to be prepared for the future and to make predictions in advance. Strategic planning, is a good guide to helping the concerned which takes into account the opportunities and threats in changing environmental conditions and bring up the organization in a prepared state with the preparation of long-term plans for the future, In this work, which is named "Strategic Planning: A Public Institution Case", the strategic planning process is explained after conceptual framework of strategic planning and the different titles are presented about detailed explanations Later on, as mentioned above, the necessity of strategic planning in public administration has been realized. Based on strategic planning's development in Turkish Public Admistration and the third version of the Strategic Planning Guideline for Public Administrations, strategic plan preparation process has been taken into consideration with difficulties, obstacles and necessity of strategic planning, which is started to be implemented in the public sector were examined. Finally, the implementation of strategic planning in a public institution is addressed through a strategic plan that a public institution has prepared for 2015-2019.
