In the result of reform Works in the public management which started in 1990s and speed up in 2000s in Turkey, strategical planning and the budget system which has performance were put forward to both all public instituons and local managements with 5018th Public Financial Management and Control Law in 2003 In mywork, strategy and strategical planning, also pracices in the public management were explained generally; legal and managerial construction of local managements were appreciated; strategical planning Works which contain from 2015 to 2019 by prepared Kastamonu Municipality werei nvestigated according to main principles in the strategical plan preparation; problems which come across in the Works will be tried to be analysis and suggestion of solution will be tried to be put forward with the help of these Works.
