Strategic planning and it's applicability: Example for Ministry of National Education

Strategic planning describes the way between the point the organization is on and the position that it plans to achieve. It also requires the organization to define the common goals and targets and the methods that makes them achievable. Strategic planning is to aim at good management. The strategic thinking and behavior ability that gained from strategic planning will bring efficiency in public management. Focusing on the results and performance instead of the inputs and outputs, accountability and participation, strategic planning as a tool that meet the needs are the concepts that become compulsory for the public administrations with the enforcement of the Public Financial Management and Control Law numbered 5018.The purpose of this thesis is to evalvate the strategic planning implemented by mone for the years between 2010 ? 2014 as well as to identify the attitude and the beheviors of the administors during the stratejic planning process, the adequacy and the role of the personel in the process and the problems and solutions arised durring the inplementetion phase.While preparing this study, literature was scanned, information was obtained from the practitioners; implementation methods were analysed, question one was conducted to the random selected personnel working at ministry and individual evaluations were mode.By the study, it is concluded that in order to achieve the strategic planning, it is crucial that the practitioners are well educated as to prevent from any trouble and the full support of administers are provided during all phases of the planning process.
