The impact of strategic planning on the performance of Libyan higher education institutions: A case study of Tripoli University

Abstract (EN)
The study aimed at analyzing the impact of strategic planning on the performance of higher education in Tripoli university in order to reach recommendations that enhance efficiency and effectiveness in the higher education sector in Tripoli-Libya. The importance of this study comes through a number of expected additions that the researcher can provide the academic and professional fields in government organizations, especially the University education sectors in Tripoli. The study followed descriptive and analytical approaches that provide a deeper analysis and insight for what will happen in the future and gives more accurate, reliable and predictive results compared to descriptive analysis. The population of the study comprised a total of 458 management and staff from selected faculties and institutes in the university of Tripoli for the study. Purposive sampling was employed to select the respondents in this study The study utilized both quantitative and qualitative approaches. Data was collected through questionnaires. The responses are taken based on the five-point Likert scale scales "1: Strongly disagree, 2: Disagree, 3: Neutral, 4: Agree and 5: Strongly agree". In order to analyze the effect of the independents variables on the dependent variable based on the research model, and multiple linear regression were used. SPSS statistics program was used to evaluate and analyze data. After examining the impact of each strategic planning independently on the level of performance of University of Tripoli, we found that there is a statistically significant effect at the level of significance (05.0) for the following two variables: (Strategic analysis, and strategic choice) on the level of performance of the University of Tripoli, while there is no significant Statistics effect for the following variables: (strategic vision, mission and goals). Finally, we confirmed that there are significant differences of statistical significance in the respondents' attitudes about the level of strategic planning due to the academic qualification variables and the field of the current job, as well as the presence of statistically significant differences for the respondents' attitudes about the concept of performance due to the variables: gender, educational qualification and field of current job. Several recommendations for the Libyan Ministry of higher education and for future studies were stated. Key Words: Strategic Planning, Tripoli University, High Education Performance
