Strategic plan's, relation to investment program and compliance with upper policy documents: A review on İSKİ

In this study, the 2016-2020 strategic plan of Istanbul Water and Sewerage General Directorate has been dealt with whether it is compatible with valid law, regulations and the techniques of strategic plan. The Strategic plan has been evaluated with concept of analysis of internal and external stakeholders and SWOT analysis through surveys, and it has been concluded that institutional policy and identity was reflected enough to the strategic plan. Explaining the relation between Strategic plan and investment program with the grave examples, it was seen that the realization results of the previous strategic plan has been reached to 83,6 % success rate in proportion. Finally, compatibility of strategic plan with upper policy documents were explained through the created chart. In the chart, strategic plan goals which were compatible with The Tenth Development Plan- European Acquis Communautaire-Ministry of Forest and Water Management Strategic Plan-Medium-Term Programme and Medium-Term Financial Plan; were determined and compatible parts were marked on the chart. It has been precipitated that the strategic plan was compatible with the Upper policy documents at high rates, that is at 52 points.
