Establishing organisations for the purpose of committing crimes

The interpretation of the crime of organizing in order to commit a crime and the successful fight against these crimes are great importance. Apart from the serious threat of organized crime to democracies, such criminal organizations are capable of exploiting the complexity of the modern world and manipulating situations in their favor. The continuous evolution of organized crime over time is observed both locally and globally. Trying to take root firmly in the local context, criminal organizations have learned to manage their processes in technologically advanced and culturally diverse societies. It is seen that these structures systematically bring together local cultures and traditions and are organically linked groups. Thus, criminal organizations can maintain their hegemony by filling the gaps at both national and transnational levels. Since organized crime is constantly evolving, law enforcement should adapt to it and state authorities should make legal arrangements according to these changing conditions. The crime of establishing an organization in order to commit a crime in our country is regulated by Article 220 of the Turkish Penal Code No. 5237. In this thesis, first of all, the concept of organized crime, the history of the organization, its characteristics, organized crime and forms of struggle are explained.
