Abstract (EN)
Great efforts were made to solve the financial problems especially in the periods of recession and decline in the Ottoman Empire. Looking at all these initiatives under the name of reform, it is seen that it does not give the intended result. In fact, the financial problem has emerged as the biggest obstacle in front of all the works planned to save the Ottoman Empire from the collapse. In the indictment declared at the very beginning of Sultan Abdulmecit's reign, finance was emphasized as the most important issue to be emphasized. In this attempt to positively change the public's outlook on the state, it is particularly indicated that the power of everyone is determined and a single tax is levied accordingly. During the reign of 2nd Mahmut, centralization in the administration was carried out, and in the period of his son Abdulmecit, a tight control was ensured in the financial field and centralization was made in the financial field. The system of accountability was put forward with this idea and put into practice. However, this system was abandoned after a while. While attempts were made to correct the finances, the Crimean war turned everything upside down and for the first time foreign borrowing was made. During the Abdulmecit period, regulations were made in the field of money and banks were established as financial institutions. Key words: Tanzimat edict, Accountability, Money,Bank
