Abstract (EN)

SUMMARY Democracy, as a type of governance, is one of the must controversial concepts it has a long hotorical development and during this process its references have been continually changed, then different kinds of understanding of democracy have emerged. Sura is not only practiced in a period of time, but also it has prominent examples stemmed from Qur'an, sunnah and Ashab's life of prophet's companion's. The interpretation is here references may provide different examples and models for sura, but these theological references never change. Since right, velayet and justice are functions of sura, an Islam government can be based on it. A comparison between democracy and sura shows that they have similarities and differences. Although the existence of rulers and ruled reductions is common for all civilizations, every civilization has a different (unique) life style, all civilizations, religion, ethnicity, traditions and economic structure. vu
