Administrative judicial practices in Konya in the context of complaints reflected in the council of state (1868–1909)

This master's thesis analyses the cases/problems arising from 24 complaints received by the Şura-yı Devlet from Konya between 1868 and 1909 in terms of judicial control of the administration. Thus, the relations between the state and the people/individuals in the modernisation process of the Ottoman Empire were evaluated in the context of administrative judiciary. With the declaration of Tanzimat, the strengthening of the central authority and the regulations made to ensure the rule of law affected the relations between local administrators and the public in Konya. In this process, the failures in the provision of justice, administrative corruption, the people's quest for justice and conflicts of interest are analysed through 24 selected examples. In the thesis, first-hand sources in the Ottoman Archive's Şura-yı Devlet catalogue were mostly used, but second-hand sources that contribute to the understanding of the period were also used. The findings obtained in the case of Konya show that the control mechanisms for civil servants gradually developed and the relations between the state and the people became more concrete.
