Circular economy model within the scope of sustainable development waste management zero waste: Ankara Metropolitan Municipality example

The understanding of sustainability and sustainable development has recently undergone a significant paradigm shift. The new understanding of development has revealed the limits of growth as opposed to unlimited growth. The search for an economic model that takes into account the economic, cultural, ecological, spatial, environmental and natural resources, social dimensions of economic growth and development has been dominant. The phenomenon of not crossing planetary boundaries has evolved the paradigm. Throughout the world, the problems created by Fordism, the rapidly rising industrialization and growth race, population growth, urbanization, the expansion of the globalization network, changes in production and consumption patterns have created a very crisis era. The crises experienced in this age have disrupted the ecological balances, increased the pressures on the environment and natural resources, and left them with a serious waste problem. Sustainable development, environmental economy and circular economy have sought answers to these problems. Prevention of waste within the framework of the "Circular Economy Model" adopted as the new economic model of the European Union (EU), important targets, measures and processes for recycling and recovery have been put forward. The "Circular Economy Package" was adopted by the European Commission in 2015, reducing wastes on the basis of sustainable development understanding, increasing recycling rates, providing support for green public procurement, product designs are intended to be developed. The aim of this study is to examine the waste management policies of the EU and Turkey within the framework of the circular economy model to analyze the size of the waste economy, to reveal the effects of waste management within the framework of environmental policies. In this context, the dimensions of waste management and waste economy of Ankara are examined and analyzed. The study also includes the position of Turkey and Ankara, projects and targets for the circular economy. However, it is seen that the level of adaptation and development towards the EU's aim of circularity is very slow. Local governments show that they are further away from the potential to produce economic output within the framework of waste management policies than their current position.
