A study on sustainable urban transformation model

Abstract (EN)
In this dissertation, a wide range of researches have been implemented for the purpose of defining a sustainable urban transformation model. The subjects included in the range of examination are: 2020-2023 National Smart Cities Strategy and Action Plan, Eleventh Development Plan, Housing Convention 2011, Urban Transformation Workshop 2014, some news about urban transformation from domestic and foreign media, the prominent urban transformation projects around the world, some master's and PhD theses completed recently in Turkiye, the prominent Smart City applications around the world, Smart City application examples from eight metropolitan and one district municipalities, the survey studies directed to the urban transformation stakeholders (public institutions, non-governmental organizations, private firms/contractors, academicians, and citizens). It has been aimed to determine the imperfect sides of the urban transformation applications that need to be improved in Turkiye. It has been tried to reach as many stakeholders as possible to set a sustainable approach instead of short-term solutions. Recommendations for a better, healtier, and long-lasting urban transformation have been developed in accordance with the opinions and assessments of the real practitioners and researchers. The increasingly growing population in urban areas compared to the rural parts has been applying pressure on the infrastractures such as water, electricity, transportation, and making it necessary to use the existing resourses more efficiently. National and local governments develop new strategies to handle these problems and sometimes benefit from technological advancements and innovations. Industry 4.0 (fourth industrial revolution) and Smart City concepts are among the innovations whose area of use is increasing day by day and that governments are taking advantage of to provide better service and use the resources efficiently. In Turkiye, both the central government and the local governments are trying to keep up with the digitalization-intensive technological advancements. While defining the requirements for a sustainable urban transformation, the benefits of integrating Industry 4.0 and Smart City applications to the urban transformation projects, such as increased efficiency in resource usage, increased productivity, increased quality of life, decreased energy usage and cost, more citizen involvement, have also been suggested.
