Abstract (EN)

The fact that humanitarianism is a field of study and at the same time indispensable for people in need should not prevent academics from criticizing humanitarianism. On the contrary, humanitarian activities carried out on the money of taxpayers in different countries should be under the constant supervision of academics. In addition, the activities of NGOs (Non-Governmental Organizations) should be handled transparently and critically by scientists and the failures and successes of these organizations should be noted. In this sense, Humanitarian Diplomacy, which is a relatively new research topic in both international relations and humanitarianism disciplines, is discussed in this thesis as a case study on the Turkey/Syria line. In the introduction, the thesis presents the concept of humanitarian diplomacy at the global, national and local levels, after presenting the author's personal motivation. Then, the thesis proposal and why the thesis is important, together with the research questions that form the joint of the thesis, were explained and finally, by making a literature review, criticisms were brought to the other works written on the subject of the thesis and it was noted how the thesis would contribute to the literature. In this section, especially the blind idealist approach of academics to humanitarianism and the importance of field studies in balancing this blind idealism is emphasized. Finally, the methodology of the thesis is given in the introduction part. In this section, the framework and criteria to which the thesis depends are also presented. In particular, he states that the methodology of the thesis does not aim to draw some general arguments on humanitarian diplomacy with the findings in this case study, but aims to reveal the findings as a result of examining the information obtained from the field. In the Department of Humanitarian Diplomacy, Current Debates and Field Studies, the thesis explained theoretical approaches to humanitarian diplomacy and current discussions through concepts such as localized humanitarian aid and humanitarian aid policies. In addition, the importance of Field Studies was emphasized in order to achieve better analysis for social scientists and more successful humanitarian aid for International/Local NGOs. In particular, the lack of field knowledge was suggested by the thesis as the reason for the mistakes of the humanitarian aid operations carried out by International/Local NGOs and the researches of scientists. In the section of Syrian Civil War and Humanitarian Diplomacy, the Syrian Civil War has been evaluated with a humanitarian perspective. In this evaluation, the developments that took place during the civil war, which further deepened the humanitarian crisis, were noted. This was followed by an analysis of the current political, legal, social and economic situation of Syrian refugees in Turkey. In this way, the difficult conditions that Syrians are exposed to were expressed and the importance of the contributions of humanitarian actors was underlined. In addition, it was emphasized that the stakeholders in these humanitarian activities, whose importance was expressed, are the actors in humanitarian diplomacy. Finally, in this section, stakeholders from the state and non-governmental organizations operating in the Syrian Civil War on a local, national and global scale were introduced. In the Relationship Between Turkey and Humanitarian Organizations, the study highlights how Turkey's relationship with the West has affected humanitarian diplomacy in Turkey. Next, the local and national reasons for the various failures of humanitarian diplomacy in the country are discussed and an in-depth analysis is presented. In the last chapter, Recommendations for Humanitarian Diplomacy Actors in Turkey, recommendations have been developed to address the errors in the state-humanitarian agency relationship that are currently being examined. The main purpose here is to try to answer the question of how humanitarian aid organizations should avoid the mistakes they make in their humanitarian diplomacy, and at the same time, suggestions have been developed so that academics working on the subject can deal with the subject in a more realistic way. In short, the problems in the relationship between the Turkish State and the emerging CSOs at different levels (local and national) and possible solutions to overcome these difficulties are presented through this thesis. It also emphasizes the importance of realistic humanitarian diplomacy while respecting the sovereignty of the country. Solutions and recommendations are based on the Turkish example, but may differ in other geographical contexts. However, in order to avoid mistakes and provide effective and sustained humanitarian assistance, NGOs must examine and understand the context of the country in which they are located. As a result, Field Studies at this point are indispensable for humanitarian studies. With the contribution of Field Studies, the Humanitarian Diplomacy literature will be enriched and humanitarian aid activities will thus be more accurate and reach the target audiences more effectively.
