Turkey's migrants for Syrians during the Syrian civil warpolicies: Integration or return?

The aim of this study is to create data on whether nearly 4 million Syrians who had to flee to Turkey from Syria, which was dragged into civil war in the process called Arab Spring, are permanent in Turkey. While preparing the study, national and international literature, field reports of non-governmental organizations and Turkey's legal legislation were used. In this context, firstly, the conceptual framework of migration is explained. Then, the legal legislation regulating the rights of immigrants and the political relations between Turkey and Syria from past to present were examined. Finally, information was given about the harmonization efforts of Turkey for the Syrians who had to flee to Turkey after the Syrian Civil War to live in Turkey. As a result of the Syrian Civil War, millions of people took refuge in neighboring countries and Turkey became one of the countries preferred by the Syrians. While it was calculated that the situation in Syria would last for a short time, the Syrians were also described as guests. Unfortunately, the process was not as predicted and this time, discussions emerged in the society about whether the Syrians are permanent or not. This study reveals that Syrians are guests in Turkey within the framework of current legislation. The Temporary Protection Status prevents Syrians from obtaining citizenship in Turkey and staying in the country completely. However, how Syrians who were born and raised in Turkey or who have now settled in Turkey almost completely will return to their country or whether they will be able to adapt to their own country when they return is a separate research topic.
