The Tortum, which was located at the borders of the Taoqhlar country in ancient times, had an important position in history. The torture and the locality were precisely the Ottoman rule during the reign of Süleyman the Magnificent. 19. The Tortum, which is a town center connected to the city of İspir in the 19th century, was sometimes recorded as a starboard connected to Erzurum. In this study, the documents and the primary sources were investigated and the changes in the administrative structure of Tortum and the events affecting its administrative structure were examined. By examining the assignmentpatterns of the administrators and the activities in the region In the Ottoman Empire it was revealed how a starboard was managed. With this study, Tortum was discussed in detail according to the population status of Muslims and non-Muslims. In addition, the subjects such as security status, education status were examined and tried to tell how social life is in Tortum. The income sources and income levels of the people were also revealed and information about economic life was also given. With this thesis, it will be possible to compare the present situation with the situation of the region in the past and to show what kind of developments the region has undergone.
