Abstract (EN)
Historical environment with both urban sites and historical buildings generally go into the process of change and depreciation in time. Conservation of historical environment within the context of the conservation legislation in the country and transfer it to the next generations are undoubtedly depends on the actualization of the government policies and support and consciousness of the residents.Historical environments, which are parts of urban heritage, have many values coming from the past and which are about to disappear. The concept of neighborhoods and neighbor relations, traditional building technology, specialized production and commerce facilities are of those values historical environments have.Moving of the owners out of the neighborhood and to let the low-income migrants settle in historical buildings result in a change in social and physical structure of the neighborhood. Properties already passing through many hands by inheritance or sale are exploited for different purposes of different owners in the process and this leads to the loss of conservation consciousness. Shared, small-plotted and complex pattern of ownership make it almost impossible to create ideas about conservation, maintenance, renewal, refunctioning of historical environment and to come into action in that manner.It is obvious that the more the residents and users of those sites are conscious about the place they live, the more they claim to be the owner of the site and so conserve it. That?s why; traditional cultural values (such as neighborhood and neighbor relations) should be considered together with the built environment, movement in the socio-cultural structure should be followed continuously and its effect on conservation process should be evaluated. In order to keep urban heritage consciousness alive, development rights of both owners and inheritors should be followed and it should be provided that they act in accordance with a management and organization model.By this study, it is aimed to reveal physical, socio-cultural and socio-demographic change and data of ownership change of listed buildings in Istiklal Quarter (which in older times also called as Jewish Quarter and located in Ankara-Ulus Historical City Center Renewal Area) comparatively to present land-use pattern and past studies.
