An approach for accomondation buildings in Sultanahmet-Cankurtaran quarter of Historical peninsula from the point of visual quality and classification view

The major problem concerned in the content of this thesis is that structuring permissions scaling the formation of buildings and classification systems in the historical urban centres in which accomodation buildings become concentrated, do not support each other and do not serve in favor of conservation of visual quality. It aims to demonstrate, in view of this problem, the necessity to handle reconstruction plans determining building conditions and classification systems of accommodation buildings determined to obtain a workplace licence in Sultanahmet, one of the historical urban centres having accomodation buildings, in a manner aiming to protect the visual quality. In this concern, problem, objective, method, importance and ranges of the thesis are identified in the first section. In the second section, data constituting visual quality in street scale in Sultanahmet- Cankurtaran district are reviewed. Then, spatial formation and architectural identification of Sultanahmet area are checked, followed by the analysis of negative impacts of tourism on builded environment. At this point, factors (building conditions, classification systems needed to obtain a workplace licence, current trends, tendencies of the designer and administrator) configuring tourism buildings in urban centres have importance. Legal criteria are the ones predominantly emphasized in this study. Classification systems and cadastral extract form these legal criteria. First, the study of World Tourism Organization (WTO) on classification is reviewed, then the classification systems in our country are discussed with respect to their ability to question the building. Findings revealed by this study constituted the basis for the field study carried out in Sultanahmet-Cankurtaran district. Initially, building reserve was analysed in terms of building status, function and capacity and accommodation units were handled in terms of the classification systems they belong to and reconstructional status. Furthermore, analyses of visual quality components were performed on Kutlugün Street in the study area. In conclusion, it was detected that the legal criteria effecting the formation of accommodation buildings in historical urban centres are insufficient, and that the visual quality in these centres decrease gradually. Reconstruction plans determining building conditions and classification systems of accommodation buildings identified to obtain a workplace licence are to be handled in a manner aiming to protect the visual quality.
