Assessment of the performance of logistic villages operated by TCDD by multiple criteria decision making and data envelopment analysis methods

Effective management of the supply chain and logistics processes is seen as a key factor for success in the global economy environment where extremely high competition is experienced. The problems arising from this increasingly competitive competition bring with it the problem of reducing costs to be incurred by logistics activities. In this context, logistics villages, which have been increasing in number in the world in recent years, appear as areas that offer effective logistics solutions. Logistic villages provide significant benefits to users as areas where the transfer of goods from different modes of transportation are carried out, organized and prepared for transportation, where all logistics related activities are gathered in one region. Logistics villages in Turkey have started to be built by TCDD using public power after 2006. In this context, there are nine logistics villages completed in various regions of the country and 12 of them are under construction. But, it is an important problem whether these areas, which are put into operation using public resources, are effective or not. In this context, it was aimed to determine the activities of eight logistics villages operating in the study by Multi Criteria Decision Making and Data Envelopment Analysis. In the study, the performance ranking of logistics villages was made by using Entropy based EDAS, MAUT and MOOSRA methods, and Istanbul (Halkalı) logistics village ranked first according to all three methods. Then, efficiency measurements of logistic villages were made with output oriented CCR and BCC models. According to the findings, the logistics village of Istanbul (Halkalı) and Uşak were determined effectively and evaluations were made accordingly.
