Abstract (EN)
In this study, which focuses on minority relations during the one-party period, the government's approach to minorities, policies towards minorities and the public's approach towards minorities are discussed. The disintegration of empires owing to various reasons, especially nationalist ideology brought the establishment of nation-states to the agenda since the 19th century. In a similar vein, The Ottoman Empire, whose disintegration accelerated since the 19th century, came to an end with the First World War efficaciously. After the Armistice of Mudros the occupation of Anatolia by the Entente powers facilitated the consolidation of the cadre who conduct the salvation with the mass under the leadership of Mustafa Kemal Pasha, and the Turkish nation-state was established as a result of the struggle against the imperialist powers and their sub-imperial elements. Minority rights have also been internationally secured with the Treaty of Lausanne, the founding treaty of the Turkish nation-state. Aftermaths the steps taken by the founding staff, aimed to bring the Turkish society to the level of contemporary civilizations, concerned the Greek, Armenian and Jewish minorities closely. The understanding of the nation-state of the Republic of Turkey based on a homogeneous structure and what happened during the dissolution process of the empire were influential on the basis of the policies of the Republic of Turkey towards minorities. The steps of the founding cadre of the Republic towards modernization intertwined with its efforts to create a new nation, culture and citizen. The aim of the founding staff is to take steps in line with the understanding of an independent, homogeneous and secular nation-state, and to ensure that the masses act in this direction. Each step taken in the political, economic, cultural and social fields and legal regulation naturally reflected on the positions of minorities, and this situation brought on the restructuring of the relations of minorities both within the community and with state institutions. The one-party government claimed that minorities be "acceptable citizens" and even demanded to act in this direction. In other words, it was aimed for minorities to act in harmony with the steps taken with the nation-state, national identity, modernization and the implemented policies by the one-party government. It is possible to say that the applied political, economic, cultural and social policies to minorities oscillate between "inclusion", that is, assimilation and "exclusion-invisible" during the one-party period. In this study, the power-minority relations were discussed in many ways in the one-party period, and it was attached importance to make the study explanatory and developing the issue.
