Analysis of smart city administration in cities integrated with technology

Cities are places where there are many problems in environmental, social and economic terms. In addition, the presence of various factors such as population and industrialization movements causes these problems to increase further. Cities are trying to solve many problems such as the environment, infrastructure, energy and transportation with their existing resources. However, unconscious excessive consumption of these resources leads to sustainability concerns. Nowadays, cities are looking for ways to make their resources effective and their solutions sustainable. As a result of these efforts, many approaches have been put forward to ensure the sustainability of cities. One of these approaches, the smart city approach, highlights the sustainability of cities by using technology as a tool. 21. the fact that the century is characterized as the age of technology and information and communication technologies exist in all areas of life has undoubtedly allowed technology to find its place in cities as well. The smart city approach, which has been adopted by many cities around the world, has also started to manifest itself in Turkey. Although it does not have a fully rooted history, it has found a place in various policy documents and action plans prepared. However, the implementation of the approach in more and more cities and the successful results for effective solutions have led Turkey to address the issue directly and enabled it to prepare its own national smart city strategy and action plan. The fact that it has also determined the management structure for these cities that integrate with technology, not only drawing attention to the existence of technological vii infrastructures, is the original part of the plan. In this context, in the study, the smart management structure determined in the plan was evaluated through the city of Izmir. In addition, the current situation in Izmir has been tried to be revealed comparing it with Istanbul, a city that fulfills the responsibilities required by an intelligent management structure. Firstly, public institutions and organizations with duties, powers and responsibilities related to the issue were identified in cities; then, the data obtained as a result of semi-structured interviews conducted with these institutions were analyzed. Finally, suggestions were made for Turkey with an inductive approach through two cities. Smart cities work in line with the data obtained as a result of the management structure, responsibilities, literally not mature enough to fulfill, and a smart approach to be adopted, including the ability to use technology in the cities was a problem it was determined that in many of. In addition, in order to adopt this approach, it has been revealed that it is necessary to carry out studies aimed at raising awareness of citizens in cities about the issue.
