Examination of technology development regions performance index with CRITIC-based WASPAS and SAW medhods: A technopark example

Technology Development Zones have started to be established in our country with the aim of developing and revealing the innovation ecosystem with R&D. First, the main fields of activity were established with the Technology Development Zones Law No. 4691, which was published in the Official Gazette dated 06 July 2001 and numbered 24454, and the Technology Development Zones Implementation Regulation, which was published in the Official Gazette dated 19 June 2002 and No 24790. Technology Development Zones are organizations that incorporate the university, industry and government cooperation structure in the most effective way. In order to measure the effectiveness and efficiency of these organizations, Technology Development Zones Performance Index study has been carried out by the Ministry of Industry and Technology General Directorate of R&D Incentives every year since 2011. The Technology Development Regions performance index model consists of three main components and nine sub-components. "Financing, Incentives and Infrastructure" items constitute the entries; "R&D Activity, Incubation Activity, Technology Transfer and Cooperation Activity, Institutionalization, Sustainability and Ecosystem Development Activity, Investment Activities" items and "R&D Outputs, Intellectual Property, R&D Results and Internationalization" items constitute the outputs. In this study, it is aimed to evaluate the performance of a technopark operating in TR42 East Marmara Region between the years 2016-2021 with CRITIC-based WASPAS and SAW methods and to determine the year in which the technopark performs best. The CRITIC method was used to determine which criteria is most effective, and the WASPAS and SAW methods were used to rank the alternatives.
