Abstract (EN)

Global technological competition persists unabated, both among nation-states and within corporate entities. This competitive landscape, which significantly contributes to national economies in both the short and long terms, is endorsed and often financed by numerous governments. In order to participate in this race, our country took a significant step forward with the promulgation of legal regulations in 2001. The public sector systematically continues to support and diversify R&D activities. The computation, accounting, and reporting of wage income earned by employees to relevant authorities are governed by legal provisions. Furthermore, non-compliance with the procedures outlined in these legal regulations is subject to various penalties. In practice, numerous supports, incentives, and discounts are available for R&D and Design Centers, Technology Development Zones, and Tekmers. Despite specific situations and certain differences for each model, it is observed that many of these supports are similar in nature. However, the supports, incentives, and exemptions provided by the relevant Ministries to promote R&D activities have rendered the processes of calculating, taxing, subjecting to premiums, accounting, and reporting wage income complex. This thesis will provide a detailed examination of the procedures for calculating, taxing, accounting, and reporting the wage income earned by employees working in R&D and Design Centers, Technology Development Zones, and Tekmers.
