iiiABSTRACTTHE ROLE OF STATE IN THE TECHNOLOGICAL CHANGINGPROCESSŞAM LOĞLU, ÖMÜRThe Thesis of MA, The Department of EconomySupervisor: Assistant Professor Dr. SERAP DURUSOYSeptember, 2006 XIII + 173 PagesWith this paper, we investigate the impact of government on the process oftechnological development. The paper consists of three sections. In the first section, we focuson the theory on which the scientific and technological policies based. This has been done inthe view of institutional approach. In the second section, we analyze the impact oftechnological development on employment, education, competition in public and privatesectors. Finally, the historical development of technological development in Turkey isanalyzed and, for Turkey, same policy suggestions have been developed. We concluded thatthe role of public and private sector in the course of technological development depends on theeconomies development level. Unlike developed countries, in the less developed countries, itis the government that leading the technological development.Keywords: Innovations; Technology; Technological Centers; Tecno-parks; R&D
