Abstract (EN)

Domestic debt, domestic goverment bonds put on the market by government for budget deficit and seasonal lack of liquidity which one of the financing process. But, while it mention about that Turkey has domestic debt system, the Undersecretariat of Treasury to assume obligations with budget act and various acts get into this description.Until 1985?s Turkish government rarely had contracted domestic debt and domestic goverment bonds was issued with only special acts. Short term advances to the Treasury was prefered more than bond issued by government, for budget deficit and cash deficit. Days after date accompanied by bidding process domestic debt interms of both quantitiy and quality significantly change.After 1985?s domestic debt stock exceeding rose which brought into sharp relief terms of domestic debt management. This association not only is make for enough degree finance but also make allovance for domestic goverment bonds of types, sales tecniques, amounts and borrowing cost. Goals of domestic debt management, mock auction; correspond to government finance necessity, domestic goverment bonds put on the market with effective sales tecniques and optimum borrowing cost, financial sector give help to development etc. Besides, a good domestic debt management for an economy is important instrument for getting out of high level of real interest rate and short term spiral.
