Abstract (EN)
This study namely ?In the Light of the Theories Strategic Depth in Turkish-Iranian Relations? is essentially prepared to the purpose to discuss in detail, identify, examine the basic elements that affect the Turkish-Iranian relations directly and indirectly, and draw non-sterile political and sociological conclusions. In this context the perspective is shaped by broadening the scope of the study and, in a pluralist manner, by taking into account the inside and outside parameters considering the causal relationship between events and facts. The International Relations discipline and related disciplines, such as geopolitics, geostrategy and identity/belonging as a sociological subject, has constituted a conceptual and theoretical basis in the historical development process, which is the main departure point, while examining and revealing the structure and dimension of the relations. Procedurally a transdisciplinary understanding is adopted and social sciences such as sociology, psychology, religion, linguistics, culture, anthropology, geography, political science and economics has been the most important disciplinary tools at the point of revealing the structural aspects of bilateral relations.Turkey and Iran has a structure that is idiosyncratic and special which cannot be evaluated almost in any theory alone and has complex relationships resembling a skein. Therefore, assessing bilateral relations from a one-way perspective will constitute an insult to the culture and history of both countries. In this context, the established/tried to establish connections of both Turkey and Iran, can be understood by a multi-faceted and deep analysis. The two countries, which are generally in the center of global and regional power politics and in the middle of conflicts of economic interests, cannot isolate their connections from the global conjuncture, besides boundaries, thus the bilateral relations have usually continued in a sense that do not fit neighborhood relations. In this respect, not only the conjuncture but also the differences in the forms of government, historical identities and religious reasons have constituted the manner of these relations. For these reasons, the abiotic factors that affect the relations of these countries have to be discussed in internal and external dimensions. In the external ?dimension, the international doctrines, that the geopolitical theories which are formed around their own world perceptions and developed in order to use international connections; in the internal dimension, historical, cultural, ethnic, religious and economic depth which constitute the direction and boundaries of Turkish-Iranian relations form the essence of our study. The bilateral relations that are dealt with by pursuing a pluralist approach, which has the opportunity of evaluation that does not offer certainty because of the involved and fragile structure of current politics but in terms of futurist perspective, is internally consistent in the framework of Strategic Depth concept, provides possibility of long-term approach. Hence, demonstrating a new vision and mission to Turkish Foreign Policy, this concept, offers a theoretical framework to both countries, which have geostrategic and geopolitical depth, for the policies, especially for Turkey, to fallow in the near and distant future. When considered from this point of view, besides from the conflict and struggle of interest, development of common policies on the axis of joint interest, each sincere will that is put in leaving aside the political systems in the direction of entering into strategic alliances, will produce beneficial outcomes for both countries. However, at this point the most essential element is to adopt a zone-axis deductive foreign policy, not an identity-axis based one. Because each development occurring in the three common geographies which are stated above and every burning fire, spread or skip to both Iran and Turkey. Therefore, besides the global politics of global powers, regional security and cooperation will be the most important indicator for the future of bilateral relations.
