When the history of information technologies is examined, it is seen that the foundation of information technologies was laid with ARPANET, the world's first packet network and the pioneer of the internet, developed by ARPA under the US ministry of Defense on november 21, 1969. ARPANET, which was initially established against nuclear attacks, was developed over time in some universities, especially the University of California, and the foundation of the internet was laid. With the establishment of the Internet, information systems have made great progress. Naturally, developments in information networks have also led to changes in government systems. With the development of information and communication technologies in the globalizing world environment, it has become inevitable to experience changes and transformations in the public sector. Thus, when the IT literature is examined, its interaction with the concept of management is also seen. Especially the changes in the modern management approach show parallelism with the technological developments. In addition, the rapid development of technology has provided the transition from the traditional state understanding to the electronic state understanding and some changes have begun to occur in the public sector. In this study, the effect of technology usage level on job performance was examined and evaluations were made on personnel. The concept of information technologies is explained, technology infrastructures used in the public sector and some technology applications used in the world are mentioned. Of the technology infrastructures used in the public; Explaining systems such as MERNİS, UYAP, emunicipality, EBYS added a different dimensions to the concept of information technologies in the study. This study was conducted in the form of a field study using the questionnaire method to investigate the effect of technology usage level on job performance and thus the administrative staff of Iğdır University was selected as the universe within the scope of the research. In addition, the findings obtained as a result of the research were analyzed in detail and the conclusion and recommendations part was discussed based on the findings obtained at the end.
