Total quality management to the primary education and the inspection system in the primary education

SUMMARY In our day on which the manegement philosophies are based on human nature's being good in a considerable majority of the organizations which gained success, one of the freguently mentioned manegement intelligence is also "Total Quality Manegement (TQM)", it is high time for TQM, successful applications of which are seen in industry and service sector to be applied to the educational organizations and even it is late for it. Due to this obligation it was needed to do such a research. The aim of this research is to bring up the applicability of TQM to the primary education and the inspection system in the primary education according to the views of the primary education inspectors. For this reason by learning the opinions of the primary education inspectors, the relations between the opinions were investigated. In order to collect the necessary datas for the research a questionnaire composed of to parts for the primary education inspectors was prepared. In the first part of the questionnaire personal information was contained, in the second part.total 48 propositions about "Quality Understanding", "Quality Control", "Customer Satisfaction", "Organizational Dimension", "Manager's Role" and "Supervision Dimension" factors. The questionnaire was applied to all the primary education inspectors working at the province of Ankara National Education Directorate Primary Education Inspectors Ministry, which was chosen as the research center, 82.68 % (148 primary education inspectors) joined the questionnaire and told their opinions. In the analysis of the datas "t-test" was used when comparing the views of two groups, "varionce analysis" test was used when comparing the views of the groups more than two. Besides in the analysis of the datas, frequency, percentages, standart deviations and arithmetic averages were also used. The primary education inspectors considerably agree with the propositions about the applicability to the primary education and the incpections system in the primary education of TQM as agenenal avenage 2. While the male primary education inspectors agree with the propositions about the applicability to the primary education and the inspection system in the primary education in "quality understanding" dimension of TQM more than the female primary education inspectors between the degree of their agreeing with the propositions in "quality control", "customer satisfaction", "organizational dimensions", "maneger's role" and "supervision" dimensions of TQM a difference is not seen. 3. When studied by seniority of the inspectors, it was seen that the junior primary education inspectors agree with the propositions about the applicability of TQM to the primary education and the inspection system in the primary education more than the others. 4. A difference was not seen between their agreeing with the propositions determined according to the education inspectors. 5. In the light of the datas collected some suggestions were made in order to maintain the applicability of TQM to the primary education and the inspections system in the primary education.
