Abstract (EN)
Four public inspectorships which were regional organizations above provinces were founded in Turkey between the years 1927 ? 1935. These organizations undertook a complementary characteristic in the ongoing organization of central government in local areas and therefore played a vital role in the government system of Turkish Republic in those years. Having carried on their studies by the end of the single-party period, the functions of these organizations were substantially narrowed in 1947 and afterwards they were abolished with the abrogation of the law of public inspectorships in 1952.In the study, Trakya Public Inspectorship, which was founded in 1934 and served in Trakya region, comprised of the provinces such as Edirne, Çanakkale, Tekirdağ, Kırklareli and being of great importance strategically, was surveyed. Besides, the reasons for a need for these extraordinary regional organizations in general and the functions of these organizations were investigated.In the study, a historical method which depends on primary sources and which focuses on the events in chronological order by using cause and effect relations was used.In the end, the study revealed that these organizations were established for the purpose of coordinating and supervising from the centre by organizing a number of provinces sharing similar economical conditions, social conditions, problems and needs as single regions. By this way, the central government aimed at carrying out the governmental and disciplinary works more ordered, coordinated and faster, and they also aimed at facilitating economical and social development. In addition, the positions, the functions and the importance of these organizations within the governmental structure were clarified; the administrative and political views which established the organizations were explained with a scientific point of view and finally the economical,social and cultural developments during the period in which the public inspectors had worked in Trakya region and the roles of this organization in these developments were clarified.
