Performance evaluation of transit centers with multi criteria decision support system: Third İstanbul Airport example

Abstract (EN)

In today's world trade, which is a demand from commerce, logistics is becoming more and more C4ant, while the product diversity increases day by day, order cycles become short, countries' borders become invisible, businesses are globalized, transportation distances rise, speed and cost become the number one factor. In this direction, with increasing international trade activities and invisible borders, the customers want to reach their orders as soon as possible, and suppliers want to provide the fastest, safe and high quality service to the customers' requests. In comparison to other modes of transportation, it is a very safe mode of transport, so in terms of air cargo transporting high value products in the price range; estimates made until 2024; The world economy is expected to grow by an average of 2.9% per annum, the world airline passenger number by 4.8% per annum, and world air cargo transport by 6.2% per annum. In parallel with the growth occurred and expected to occur in air cargo and air logistics activities, new infrastructure studies are being carried out on existing airports and new airports are required to be close to transit centers or it is required to establish a transit center within the airport. In this study, an approach has been implemented together which includes Fuzzy Analytical Hierarchy Process (AHP) method, Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method and Elimination and Choice Translating Reality English (ELECTRE) method, which are known as multi criteria decision making methods which give opprtunities to the decision makers to evaluate numerical and non-numeric criteria in the decision making process. The application of this integrated approach is to determine the most appropriate location for the purpose, including both quantitative and qualitative values in the transit center decision-making phase. As a result of the study, TOPSIS and ELECTRE methods have been proposed as the most convenient transit center airport, İstanbul 3. Airport has been determined as the most convenient transit center place in TOPSIS method and second after Dubai in ELECTRE method. In this case, it is seen that meaningful results can be obtained with both methods applied in determining the transit center location.
