Abstract (EN)
The aim of this study is to form a method that multicriteria decision making and quality function deployment techniques are used in, to meet the requirements related to quality management system which will be established in the frame of TS EN ISO IEC 17025 Standard, to determine the activities which will meet the requirements of the Standard, to plan the work force and to make the assignment of personnel who has the required qualifications. Firstly, Quality Function Deployment had been considered with in this scope. After, The Multicriteria Decision Making Techniques Analytical Hierarchy Process and Analytical Network Process had been mentioned and a new Multicriteria Decision Making approach, Transformation Method which the advantageous parts of the methods under consideration had been brought together in, had been improved. It is observed that the method gives similar results to the results that are taken with Analytical Network Process and provides calculation easiness. Afterwards, the subject about the usage of Quality Function Deployment and Multicriteria Decision Making Techniques together had been considered and the improved methods had been evaluated on examples. After, TS EN ISO IEC 17025 Standard and laboratory accreditation issue had been examined. In the seventh section of the study an application that the analysis of TS EN ISO IEC 17025 standard had been made in with using the Quality Function Deployment and Multicriteria Decision Making Techniques had been discussed. Firstly the laboratory that the application made had been introduced then the activities which are necessary to do had been determined, grouped with Quality Function Deployment and Multicriteria Decision Making Techniques and the allocation of the personnel that are employed in the laboratory in the existing case to the activities had been made. The results had been discussed and the observations had been evaluated in the eighth section.
