A new method alternative to the Turkish land readjustment model

In order to eliminate the inequity of blessing and burden as much as possible, a method known as land readjustment (LR) has been developed, which is applied in many countries. This method, as a public-private partnership model, is based on the principle of taking up to 45 percent of the immovable properties as land deduction without any compensation by the public in return for the extraordinary increase in value expected to arise from the development rights and technical-social infrastructure investments that the public provides to the immovable properties free of charge. However, the LR method in Turkey is applied on an area-based basis, if all regulated parcels are considered to have equal value. This aspect negatively affects the acceptance of the method in the public opinion and emphasizes that the cadastral parcels subject to the regulation should be made by considering the equality of value in a way to preserve the pre-regulation value. In this thesis, the conditions for the introduction of a direct value-based method instead of the current area-based method and its positive and negative aspects are revealed through a pilot study. As a result of the analysis, it has been seen that a mixed distribution model that considers both area and value may have the potential to eliminate the value imbalance between immovable owners as much as possible as a result of the study conducted in the pilot area.
