Abstract (EN)
Municipalities are the first units that recur to the mind when it's said "local administration". Especially in Turkey, the other local administration units are mostly underestimated. In fact, central government has made several municipal laws for strengthening municipalities in the delivery of public services. This study mainly aims to ascertain the fundamental problems which have been existing since 1854 and their reasons. In this context, several secondary sources in the literature were used in order to research Turkish municipalities' historical development process and a historical line was drawn between the municipalities which appear in the 19th century Ottoman Empire and the present day models in order to determine important problems and developments. The study starts researching process from 19th century and the first Turkish municipality models, the main idea behind this is to determine problems and specific structure of the Turkish municipalities with the help of historical process. The reason of choosing Tokat Municipality as the subject of this study is there were too few examples in the literature examining the relationship between Tokat Municipality and the citizens. The first section of the study was built with current forensic infrastructure and definitions, in the second section historical development progress was examined. In the last section of the study, the quality of Tokat Municipality's service delivery was researched by using a public survey method and the opinion of Tokat society about problems was determined and solutions were suggested.
