Institution of consultancy in turkish state tradition: Thecase of Kutadgu Bilig

This study reviews institution of consultancy in state through Kutadgu Bilig, which includes very important information about Turkish state legacy. Kutadgu Bilig was written in 11th century known as Islamization period of Turks, because of this reason Kutadgu Bilig both includes pre-Islamic period's şifahi culture features and changes of post İslamic period in the context of Turkish state legacy. Kutadgu Bilig includes a govarnance philosphy with concepts of old Turkic political organizations along with some thought about reaching happines through state service. Although establishing justice, seen as the fundamental role of state, belongs to the ruler who holds the 'kut', advisors with knowledge, experience and good relationship with the ruler had been accepted as a part of government. Institution of consultation in Kutadgu Bilig signifies that in govarnance, wisdom and knowledge are significant components and also refers to counseling as a feature of faithful believer as the Koran states. Kutadgu Bilig states that advisors have very important roles of making decisions in important events by using mind, knowledge and heart triangle, and also argues that advisors are significant for balancing the power of ruler when deemed necessary.
