A comprative study of the government systems of the member countries of the Organization of Turkic States

The Turks are a society that has taken its place among the nations that have shaped history over nearly three thousand years. They have come to the fore with their characteristic features, their feelings of nationalism, and their loyalty to their states. Throughout history, the Turkish nation has attached great importance to its organizational structure and has preserved this structure to the present day. The Organization of Turkic States (OTS) is an important structure that continues the unity and solidarity that Turks have maintained throughout their history in the context of linguistic, cultural, and geographical unity. With the independence of the Turkic Republics in the 1990s and Turkey establishing close relations with these states, this process, which began under the name "Cooperation of Turkic-Speaking Countries," attained the status of an international organization at the summit held in Nakhchivan in 2009, and subsequently took the name Organization of Turkic States in 2021. The steps taken by the TDT to advance Turkish unity and ensure that Turkish states have a say both regionally and globally are very important, and the policies it will pursue in the future are of great significance. Throughout their history, Turks have possessed the art of statecraft, with their leaders particularly standing out in this regard. Among the most important characteristics of the great Turkish states that have taken their place in the pages of history are the strength of central authority and the presence of powerful leaders with broad powers. In this study, the government systems of Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, and Turkey, which are members of the TDT, are examined separately through the legislative, executive, and judicial branches and the relationships between these branches. The articles in the constitutions of the member countries relating to the three branches of government are examined in detail. The study aims to examine the governmental systems of the member countries comparatively, to reveal the similarities between the systems, and to show that the culture of the leader occupying an important place in the Turkish state tradition is effective in determining the governmental systems of today's Turkish states.
