With the dissolution of the Union of Soviet Socialist Republics (USSR), Central Asia has become the center of newly independent, but inexperienced states. This states has prompted the need for integration into the global order for the newly independent states throughout the region that have been struggling for existence. The Cooperative Council of the Turkic Speaking Countries is one of the most recent examples of these cooperation initiatives. The Turkish Council, created by the Nakhcivan Agreement signed by the signatory members (Turkey, Azerbaijan, Kazakhstan and Kyrgyzstan) in 2009 with the motto of being the first practical voluntary partnership between the Turkic States which is the result of said multi-dimensional and increasing cooperation process. The aim of this study is to investigate the effects of the regional and global impacts of the cooperation which is being established on the axis of the Turkish Council. Within this framework, the cooperation between the Turkish states initiated the evolution of the process into a cooperation mechanism with seccurity community theory. Therefore, in this study that will be emphasized of the level of accessibility to the integration ideal and the benefits.
