Abstract (EN)

By the begining of the 16Th century, two concepts, sovereignty and governing has gained new meanings. This process begining with Machiavelli has continued by the philosophies of Bodin and Suarez and peaked by the 'modern government' nation of Hobbes. After the aristocracy and clergy sects have been overawed by the protectors of modern government, king and bourgeois sects have began fighting with each other for their own domination. In the end and especially after French Revolution, bourgeoisie class that began governing has won that battle. That revolution has also been the reason for the nationalist-governments and the principals of nationalism, equality, national security and freedom.Modernization efforts that had gone on in Turkey ever since Ottomans has been well shaped by Turkish Revolution. Even though the nationalist-governing has began to act in 1923, nationalization process has been mature enough after the radical reforms in Turkey.
