Digitalization policies in all public administration

In the 21st century, states -through their public policies- have been attempting to make their citizens members of the information society. With the increase in the level of knowledge and communication channels of societies, the digitalization of countries in all areas will increase the competitiveness of countries in the global arena. This study examines the developments in information and technology in the last 50 years within the scope of Turkey's public policies. In addition, in this process, studies on improving public services with digitalization were examined. With the policy of being an information society that started in the 1990s, Turkey has continuously developed and offered many public services to its citizens through digital technologies. The technological competitive environment created by the Covid-19 epidemic has led countries to focus more on the development of digital sectors. In the globalizing world, physical borders have been almost eliminated and communication has become much more easier with the help of digital technologies. Turkey did not lag behind the developments in this field and after the year 2000, it included information and communication technologies in plans such as public policy, government programs and development plans. Strategies have been developed towards becoming an information society by aiming to bring the internet and digital devices to all segments of the society at the national level. By restructuring within the public administration organization, the concept of technology was separated from the scope of general policy and became a stand-alone policy. Bureaucratic obstacles in the public service delivery have been removed as much as possible and direct access to customer service has been kept open. With E-Government-based applications, individuals have been provided with access to services without time and place restrictions. With the transition from the traditional state approach to the new public administration approach, the participation of citizens in the decision processes has been ensured.. Individuals are provided with the opportunity to instantly convey their views and thoughts about the activities of central and local government agencies via digital eapplications. In the generic functions of public administration processes and stationery, costs have decreased and many official processes have been carried out through digital applications. The digital transformation that Turkey has carried out in the last 20 years in public administration and social fields in order to increase its competitive power in the international arena will continue to maintain its importance in the future in the ever-changing world for all countries; as it is in Turkey.
