Prime ministry in Turkish public administration

The Office of Prime minister which is core of Turkish public administration structure is influenced by historical, cultural and social dynamics of our country even it is formed by inspired France publis administration system. Main characteristic of 1982 Constitution is centralization and providing effectiveness of politicians on formation and operation of administration mechanicsm. To accelerate execution and to take economic and financial decisions under the control of an administrator, formulas are developed such as agencies founded which is directly bounded to Prime Ministry and work separate from existing bureuacracy; fund system is formed which works differently from general budget; and outhority to enact decree of having the force of law expanded which means a different legislation power from essentials of existing legislation and all of these strengthen executive, so do Prime Minister. In order to increase centralization, number of main-service departments and personnels of the Prime Ministry increased by the reason of service necessities but each party, when come to power, appoints their partisans to these positions for the fear of vote lossing. With the opinion of Prime Minister's not taking responsibility of all organizations attached to Prime Ministry, number of State Ministries are increased also. Because of these reasons in efficiency have been seen in public administration and to solve this problem, from 1945's to 1980's administrial reform carried out and since 1980's reorganization of public administration has been put in practice but these applications have been beneficial to improve Prime Minister's power.
