Abstract (EN)
The aim of this thesis study is to explain the bureaupathologies behaviorally and structurally, which expresses the diseased structure of bureaucracy, to explain new management practices in public administration in the context of management initiatives to eliminate bureaupathologies, and to test the information obtained at the end of this research by conducting field research in a public institution in Turkey. The scope of the thesis is, the Weberian bureaucracy model, bureaupathologies, new approaches in public administration and the applications of these new approaches. The primary sources of the subjects were referred; Written and printed sources, periodicals, web resources, legislation, newspaper reports were used. The field research was created by conducting a case study at the Ministry of Treasury and Finance Tax Inspection Board in the type of qualitative research. In this study, the views of VDK inspectors about bureaucracy perception, bureaupathology perception, bureaupathological behavioral reactions and practices of combating bureaupathology were measured. Here, a deductive method was followed by trying to understand the bureaucracy perception of the institution and which bureaupathologies they see as a problem. VDK under study also has its own problems that are not included in the theory. These, too, were tried to be generalized with the inductive method; some findings were evaluated as the unique problems of the institution. As a result of the research, it has been determined that the perception of bureaucracy is synonymous with the concept of the state. In addition, the findings obtained with the measurement of bureaupathology perception revealed a very similar list to the types of bureaupathology described in the literature. Again, findings were obtained in the context of the unique structure of the VDK and the organizational change it experienced, which will serve as an example for bureaupathological behavioral reactions. Finally, the success of e-.. applications in attempts to combat bureaupathology has been emphasized. The bureaucracy offers the members of the bureaucracy the behavioral patterns learned after entering the bureaucracy. When bureaucracy turns into a sick structure, these behaviors emerge as bureaupathological behavioral reactions. In bureaucracies, people are more inclined to act bureaupathologically in insecure and risky situations.
