An analysis of ethics education in Turkish public administration:The case of The Ministry of National Education

This study aims to shed light on the historical process of the concept of ethics in Turkish public administration, its importance, and the extent to which those in decision-making positions in the public sector are concerned about this importance, as well as efforts to create an ethical climate in the field of public administration. The study examines examples of the neo-liberal approach to public administration in many countries, focusing specifically on the Ministry of National Education through the ethical training provided to public personnel in Türkiye. Using qualitative research methods, this study combines both numerical and content characteristics of data obtained from literature reviews and open sources (legislation, administrative activity reports, in-service training reports and programmes) found on the official websites of relevant institutions, as required by the bricolage technique. It is hoped that this study will contribute to the development of the scope and content of ethics training provided by the Ministry of National Education to its public personnel, and that by making this training periodic, it will help create an ethical climate within the Ministry of National Education and subsequently within Turkish Public Administration. 2025, xiii + 109 Pages Keywords: Morality, Ethics, Ethics Education, Turkish Public Administration, The Ministry of National Education, Ethics Committee for Public Officials, Professional Ethics, Teaching Professional Ethics.
