Good governance principles in Turkish public administration: The example of Kütahya province

Public administration is undergoing a constant transformation due to social, economic and political changes, and factors such as globalization and digitalization are accelerating this process. The inadequacy of the rigid and hierarchical structure of the traditional public administration approach has increased the importance of the governance model centered on principles such as transparency, participation and accountability. Governance; It adopts a multi-actor management approach based on the cooperation of the public, private sector and non-governmental organizations. The concept of good governance; It offers a framework that reflects the modern management approach, including principles such as transparency, accountability, participation, effectiveness, rule of law, strategic vision and justice. The adoption of this model in Turkey has accelerated, especially with the influence of factors such as the European Union harmonization process, democratization efforts and the fight against corruption. Legal regulations such as the Public Financial Management and Control Law No. 5018 strengthen the institutional infrastructure of good governance. In the study, the extent to which public institutions in Kütahya comply with the principles of good governance was examined through field research. Within the scope of the research, interviews were held with three public institutions: Kütahya Municipality, Kütahya Special Provincial Administration and Kütahya Social Security Provincial Directorate. Resource use of public institutions, decision-making processes, citizen participation, justice, equality, transparency, rule of law, strategic vision, accountability, responsiveness and communication channels are discussed. Evaluations made in Kütahya province analyze how public institutions implement these principles and reveal the difficulties encountered in implementation. The study emphasizes that good governance principles should be included as a part of corporate culture in order to make public administration more effective and participatory.
