Abstract (EN)
For several years Perforance related pay issue has been discussed in Turkey. During last decade some Performance related pay implementations have been observed in Turkey. But these experiences have been limited to the implementations of departments such as Ministry of Health and Ministry of Agriculture which are authorized to employ contracted personnel by using working capital funds. It is understood from the statements made by goverment authorities that Performance related pay system will be effective broadly. Our study aims to make a contribution to the performance related pay system issue which is discussed in several platforms.In our study, public adminstration, performance managment and performance related pay system have been primarily analyzed conceptualy. Then problems of Turkish public Administration,The level Turkish Public Administration system reached in terms of Performance management and the legal basis for performance related pay have been considered. Finally performance related pay implementations in the world and Turkey have been analyzed broadly.PRP should be considered as a part of performance managment. Surveys shows that PRP does not cause significant performance increase but produce a Performance management culture for those implementing PRP. In todays world changing over to PRP is a necessity for Turkey in terms of enhancing transparency and accountablity. In this respect we think changing over to PRP is a necessity.Coutries giving decentralization a significant imprtance seem to be experiencing a better success.Systems success in Turkish public administration is linked with the tansfer of authority.Only after these reforms have been made PRP is supposed to increase performance significantly.
