Abstract (EN)
This study aimed at investigating and evaluating the strategic planning that had been put into practice in order to diagnose and treat the current problems in Turkish Public Administration and in order to ensure the provision of an effective, efficient and quality service as well.This study was based on a careful and thorough review of literature. In the first chapter of the study a conceptual framework was presented through definitions of concepts such as strategy, strategic administration, planning and strategic planning. The second chapter presented the current problems necessitating a reconstruction in Turkish public administration and a detailed analysis of the reform movement consisting of a new understanding of Public Administration, strategic panning and the relevant legal regulations. The chapter also presented a general overview of the problems encountered in the implementation of strategic planning projects. In the third and the last chapter, as an example of strategic planning projects in public administration, The Strategic Planning process in the Ministry of Culture and Tourism was investigated step by step and the available concrete data included in the plan was evaluated.The study concluded that strategic planning projects, which are essential means of solution, are required in order to ensure the reconstruction of the Turkish public administration.Key words: Strategic Administration, Strategic Planning, The Ministry of Culture and Tourism
