Abstract (EN)

With the coming to the scene of the disciplined political parties, the control function of the parliament on the execution is interrupted. Through their majority in the assemblies majority parties block every mechanism that could lead to accountability. But the checks and balances within the parliamentary system are absolutly necessary for the democratic functioning of any political system. Therefore, control mechanisms which don?t provide government accountability and especially the parliamentary inquiries take prominence. In this work, firstly, after the history of the institution of the parliamentary inquiry in Turkey, the institution?s place in the new balance on the principle of the division of the powers is examined. Furthermore, the preparations, the commencement, the working on the committees and the result of the parliamentary inquiry is discussed. This work aims to show the increased importance of the parliamentary inquiry and the obstacles which prevent the effective functioning of this institution in Turkey.
