Abstract (EN)

Towards the end of the 20th century, changes in the sense of security and defense, the acceleration of globalization, increasing overseas activities to reduce the cost of commercial products, the development of modern communications and information technologies and also states effort to reduce their defense budgets have led to a shift in defense industry and defense procurement. In this direction, under the effect of efforts to meet the need of increasing defense capability, supply and support activities are developed and tested with a number of approaches and collaborations in order to within a life cycle cost-effective and modernized long life defense systems to be owned or will be owned. Performance-based logistics approaches have emerged as a result of seeking solutions to maintenance, repair and esspecially requirements of users (warfighter), because of the operating-support phase of the systems is longer than the acquisition phase. Objectives of the research is to determine the importance given to the implementation of performance-based logistics approach in the world and Turkey, to analyze Logistic support activities in Turkish Defense Industry procurement process and its infrastructure, to state the adequacy of the current situation and to assess the applicability of performance-based logistics contracts in the terms of current legislation. The data in this study were collected through literature review and semi-structured interviews. Open-ended questions created in this framework. Answers and observations are analyzed in the light of descriptive and systematic analysis. With the analysis of the data collected in the research, PDL applications and the feasibility of the contracts in the Turkish Defense Industry have emerged two main themes as a consequence.
