Abstract (EN)

The subject of this study consists of the relatives of martyrs, the disabled of war and duty, and the rights provided to their relatives, and a proposed model. There are few academic studies in the literature on these issues. The reasons for the limited number of these studies may be attributed that the beneficiaries are the unconditional dependence on the state, the their lack of knowledge about the services provided to them, and contentment with the services offered to them, as well as being reticent of reactions in the face of the injustices experienced. The scope of the conducted studies has generally been limited to the determination of the levels of satisfaction regarding the rights provided. Out of the forty six (46) subject headings provided to the beneficiaries, there is no need for application requirements for only six (6) of them. However, for these six-groups, it has been ensured that the beneficiaries benefit from their rights thanks to sending the documents prepared by the institution where the "official/civil servant, soldier…" work to the Social Security Institution (SGK) and the Turkish Armed Forces Assistance and Pension Fund (OYAK). On the other hand, in order to benefit from the opportunities and exemptions under the rest of 40 headings, the beneficiaries must apply to the relevant institutions in person. Obligation to application regarding the utilization of the provided rights results in the loss of the rights with the reasons that beneficiaries need time and labor, not to have sufficient knowledge and/or to repeatedly obtain documents by the relevant institutions every year during the application. In this study, it has been applied to snowball sampling method including the participants with the same professional background, also utilized interview questions consisting of likert type and open-ended questions based on the experience of nine experts, and carried out measurements with the qualitative research method. In the first part of the study, the rights provided by the legal regulations for the martyrs, veterans, war victims and their relatives belonging to seven countries have been addressed. The second part of the study has focused on the concept of martyrs' relatives, war and duty disability, and the rights provided by legal regulations. In the third part it has been examined that a model proposal which ensure to transform for process of benefiting from rights, from an application-based structure to centralized proxy system with the improvement and development activities to ve carried out in the e-goverment gateway system, and in the light of all this information mentioned the solution has bern suggested for the issues.
