Abstract (EN)

This study discusses the political life of Hikmet Cetin, a former foreign minister of Turkey, within the scope of Turkish Foreign Policy between the years of 1991 and 1994. In the early years of 1990s where several significant events took place in the world, the principles of the Turkey's foreign policy conducted towards such events are another backbone of this study. The adjustment processes of the newly independent states especially after the disintegration of SSCB in 1991 along with Hikmet Cetin's diplomatic visits to these states are treated as one of the main themes of this study. Moreover, the period of armed conflicts in the Balkans, Armenia's invasion of Nagorno-Karabakh and the other problems the area faced are also discussed. Another significant event that took place in the early 1990s was the Gulf Crisis and the subsequent Gulf War. The political stance of Turkey during this crisis and impacts are also included in this study. Along with the predominant analysis on the period of Foreign Ministry, other political missions and the appointment of NATO Afghanistan Senior Civil Agency where for the first time a figure from Turkey has been given a mission are also discussed. In an effort to research the subjects in regard to this period; the interview we have made with Hikmet Cetin in light of his point of view based on the needs of the foreign policy, Meclis Transcript Indexes, Official Journal and documents gathered from various archives along with the local newspapers of the period are all utilized in the attempt of finalizing this study.
